Eligibility Criteria for the Scholarships

To qualify for the Canada-ASEAN Scholarships and Educational Exchanges for Development Program,

  • You must be a citizen of one of the ASEAN member states, which includes Brunei Darussalam, Cambodia, Indonesia, Laos (Lao People’s Democratic Republic (Lao PDR)), Malaysia, Myanmar, The Philippines, Singapore, Thailand, or Vietnam.
  • Additionally, you must be a full-time student at a post-secondary institution in an ASEAN member state and be paying tuition fees to that institution at the time of your application and throughout your exchange program.

There are certain circumstances that would disqualify a student from applying for this scholarship.

  • If you hold or have a pending application for Canadian citizenship or permanent residency, are currently participating in a scholarship program funded by the Government of Canada,
  • You are already enrolled in a degree, diploma, or certificate program at a Canadian post-secondary institution, you would not be eligible for the scholarship
  • Furthermore, if you have previously received a scholarship under the Canada-ASEAN Scholarships and Educational Exchanges for Development Program, you cannot apply again.

Canadian post-secondary institutions that wish to host students must meet specific criteria. They must be a Designated Learning Institution (DLI), which means they are approved by the Canadian government to host international students. In addition, they must have a valid student exchange agreement with the student’s home institution that waives tuition fees for scholarship recipients. This requirement is only necessary for college and undergraduate study programs.

Expenses Eligible to be covered by the Scholarship

If you are selected for the Canada-ASEAN Scholarships and Educational Exchanges for Development Program, there are specific expenses that you can use your scholarship funds for. These expenses include:

  • Fees for your visa or study/work permit,
  • Airfare to Canada using the most direct and economical route,
  • Health insurance, living expenses such as accommodation,
  • Utilities, and food,
  • Ground transportation including a public transportation pass,
  • Books and supplies that are necessary for your studies or research.

However, scholarship funds cannot be used to purchase computers or other equipment.

  • Canadian institutions that host scholarship recipients are eligible to receive $500 per student to help with administrative costs once the student arrives in Canada.
  • Additionally, in some cases, the institutions may be reimbursed for additional employer compliance fees paid to Immigration, Refugees and Citizenship Canada.

How the Funding process works

The Department of Foreign Affairs, Trade and Development (DFATD), which is a part of Global Affairs Canada, provides funding to Canadian institutions in the form of a non-negotiable contribution agreement. The Canadian institutions are then responsible for distributing the funds to students who have been selected for the scholarship, based on their own internal processes. If a student decides not to take the scholarship, the Canadian institution must return all the funds, including the administrative fee, to DFATD.

To ensure that eligible students receive this scholarship, Canadian institutions must apply on their behalf before the application deadline.

Institutions out of Canada that are interested in sending their students to Canada must:

  • first review the eligibility requirements
  • They should also explore any student exchange agreements that their school may have with Canadian post-secondary institutions.
  • promote this scholarship to other eligible students who may be interested in studying in Canada.
  • identify potential candidates who meet the eligibility and admission requirements for the Canadian partner institution and encourage them to apply.

Application instructions

Application instructions for Canadian institutions applying on behalf of eligible students

  1. Assign a program coordinator to complete applications.
  2. Login or Create an account on Momentum to apply for the scholarship on behalf of students.
  3. Once you have logged into your account, select the Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED) in the “For Non-Canadians” section and click on “Apply Now”
  4. Enter data in the fields marked mandatory and follow instructions for each item.
  5. Upload all required supporting documents. Each document must be smaller than 5 MB and in .pdf, .jpg, .doc, .docx, .txt or .gif format.
  6. Verify the data prior to submission.
  7. Click “SUBMIT”. You will receive a confirmation message and a reference number for submitted applications.
  8. Print the form for your records using the print function in the browser.
